Illustrator and Affinity Designer also do not offer true multi-page layouts. That is why they offer companion multi-page programs (In-Design and Affinity Publisher respectively). However they do offer the concept of Artboards which you can add to the same file (and screen) and then export to multi-page pdf’s. I personally find that a bit clunky as you have to be careful that artboards are drawn out with the exact same dimensions and you may have difficulty in placement of repeating elements on each page for a uniform look.
Furthermore, it will become quite cumbersome if your document has more than a few pages.
With a proper Desk Top Publishing (DTP) software such as In-Design, Affinity Publisher and Scribus, you have great freedom and control with the use of master pages, page styles and page spreads. As with any endeavour, you should use the right tool for each task.
With a single page program, you concentrate on getting the page right and then simply drag the file into Scribus where you can re-position individual elements, if necessary, for final tweaking.
